I was just wondering. It seems everyone files for an increase. Is is wrong/fraud not to file for a decrease if you feel as if you have improved? Or do you just wait for them to call you in? Just...

My guess is that happens even far less than extra-scheduler awards are approved by VACO. You may "feel you have improved", but unless you are a doctor, you aren't qualified to make that determination....
